PARKING

As a reminder, Pleasant Township has a YEAR ROUND parking ordinance (Ordinance No. 1-14 & Ordinance No. 03-2018) that prohibits all or a portion of any vehicle on a township road at any time and will be strongly enforced. The criminal fine for violating the parking ordinance is $50.00 and the vehicle can be removed/towed at the owner’s expense together with the court costs.

PLEASANT TOWNSHIP BUILDING/CONSTRUCTION PERMIT PROCESS

Planning on any construction projects on your property?  Before beginning any project, the following contacts need to be made to satisfy all permit requirements before a project begins.  Complete the Township’s Storm Water Management Application as required by Ordinance #2-11 Stormwater Management.  The fee is due when the application is submitted.  The applicant will need to draw or sketch the outline of the property and label the existing structures with dimensions (including patios, sheds and driveways).

Pleasant Township falls under the Warren County Planning and Zoning regulations.  A zoning permit is required for ALL structures including carports, storage shed (on skids or on a foundation), swimming pools (in-ground and above ground and the decks around them), garages, homes, businesses, etc.  in the township that will be located on the property more than thirty (30) days.  The application can be found here or by contacting the Planning and Zoning office at 814-728-3514.

DRIVEWAYS

Any time a driveway is installed, resurfaced or modified and the work area touches a township owned road, a permit application is needed, the work needs to be done to specs and inspected by the township road foreman.  This protects the homeowner and the township from any damage that may be caused to the driveway or township equipment during routine maintenance.

If connecting to a private road – No permit is necessary.

RECYCLING DROP-OFF CENTER IN WARREN COUNTY

SANITARY SYSTEM

All real estate properties with structures that are connected to the Pleasant Township Sewer System are to follow Ordinance #3-08 which was effective in 2008.  The ordinance states that property owners are required to grant access to the township to inspect and/or test for purposes of discovering or locating the inflow of surface storm water into the sanitary sewer system.  Also, this ordinance requires testing methods (Sewer Compliance Test) that determinesany non-compliant storm or surface water discharge before the sale/transfer of a property.  This is the seller’s responsibility to contact the township office and make application at least 21 days before closing/transferring property.

Also, as a reminder, Ordinance #103 prohibits the discharge of wipes, rags or other cleaning/toileting items in the sewer system.  This causes an added expense of additional man hours and pump repairs due to clogged pumps having to be pulled and cleared and sometimes repaired.   All future findings will be traced to the area of origin and fees could be assessed to customers if problems persist.

LEAF PICKUP-In Designated Areas

Leaf collection in the fall is performed by the road crew and is guaranteed till the Friday after Thanksgiving Day.  From then on, it is contingent on the weather and will be addressed on a day by day basis with no guarantee of collection.  PLEASE PUT YOUR LEAVES OUT AS SOON AS POSSIBLE.

DO:

  • Rake leaves to berm of the road and have the leaves in reach of the leaf machine hose in order to be removed.  **Property owners may need to rake the remaining leaves closer to the berm for the next scheduled pickup.**
  • Leaves to be collected should be placed away from mailboxes or other objects to avoid damage to the equipment.
  • Be aware that collection is for leaves ONLY and other debris or items will damage the equipment. **Leaf piles containing anything other than leaves will be left at the curb. It will then be the property owner’s responsibility to dispose of the leaves.**
  • A tarp may be thrown over your leaf piles to prevent them from blowing away.

DO NOT:

  • DO NOT PLACE STICKS, TWIGS OR ANY OTHER ITEMS IN LEAF PILE.
  • DO NOT Bag leaves.
  • DO NOT Park vehicles on top or near piles to be collected.

Also, please be aware that leaf burning is prohibited in areas that leaf pickup is provided in accordance with Ordinance #2-07 Regulating and Restricting Outdoors Fires.  Violators may be sentenced to pay fines.
